"require owners of exotic animals to obtain state permits by July and ban all future purchases or sales of these animals."

"Sen. Dave Sypolt, R-Preston, voted against the bill because it is too broad and gives the DNR too much discretion to decide what animals end up on the list. He said the rules could restrict owning a parrot or a goldfish."

Apparently the intent was to ban tigers and chimps and exotics that most folks probably shouldn't consider owning without special training and permits. I'm not inherently opposed to that, but wording is everything with something like this. "Exotic" means many things. I also think an absolute ban is extreme, depending on what species are covered. But permits and regulation... for certain types of exotics, sure.

Unfortunately, like some other Acts and laws if it's too broad it will pretty much make everything illegal to own.

I almost applied for a job in West Virginia a while back. There is a radio telescope facility there, out in the boonies of the boonies. That would have been interesting...

Guest - Look up what happened in the 1970's to pet birds in California due to Exotic Newcastles. Birds that had zero contact with chickens or were otherwise not exposed to END. Then talk about not expecting the worst . . .

Just to keep to the topic, I don't necessarily disagree with licensing for pets of any kind, if the license has a purpose, like to ensure people don't have a tiger or rhino in the yard just because they want one. If it is being use to ensure the safety of the animals and to prevent abuse, then okay. If it is to pad some government office's coffers, then I have a big problem with it.

Back to the animals - I agree that the average person just shouldn't willy nilly have a lion, tiger or bear OH MY! But perhaps permits and guidelines are the better way to go than to outright say no we can't have them.

Unfortunately, laws that in spirit are for the animals' welfare and human safety sometimes are not enforced with the spirit of the law in mind.
