I usually just wash Jack's toys and cage with a combo of hot water and dish soap. Is it OK to use diluted hydrogen peroxide as well?

Hydrogen peroxide - yes.

I also tried Vikki's baking soda/lemon juice in water. It works great! My husband explained that while the lemon juice and baking soda react, the end product is not necessarily neutralized. It becomes a substance that now reacts with both acids and bases.

Hmmm... might be so if used promptly. But I'm going to guess the residual acidity plus the abrasiveness of any remaining baking soda is more likely to be effective. Did you try each alone to see how that does? I've not yet found anyone who has. Might have to do it myself out of sheer curiosity.

I still find vinegar and water to be the best cleaning agent.

Drug store peroxide is pretty dilute already, if I were going to use it, I'd use it at that strength. But it is a fairly strong oxidizing agent, so it may bleach some things and accelerate rust, etc. It is a decent disinfectant.

I suppose if you don't mind the smell of vinegar, vinegar and water could be OK, but it would really put me off to have a house smelling like vinegar. Plain old soap (technically usually detergent) and water strikes me as being a good default cleaning medium.
