I had to move Scooter's cage to the opposite wall from Scotty's, which means squeezing into the room through an 18" gap until I can get a smaller office desk!

I watched the way this interaction is playing out, and it went like this. Scotty very deliberately headed over to Scooter's cage via the route of hanging way out the edge of one seed guard, grabbing across to the other one, and edging around to the front while hanging upside down. At this point Scooter perambulates down to investigate/warn him off, Scotty, while swinging himself around upright, utters "Step up!" and then chaos breaks loose with beaks flying. At which point I grab Scotty and then rearrange the room, this is obviously going to keep happening.

What the heck does he think "Step up" means?

Maybe he's wanting to "Step it Up" and have a Bird Off (I'm thinking Dance off a la Save the Last Dance).

Rory tells me to 'step up' when he wants out of the cage, and I SWEAR I heard a 'shut up!' out of Tika when Rory wouldn't stop chatting at 3am this morning

Yeah, step up means he wants his buddy to step out. I think to most birds they equate "Step up" with freedom, of sorts. Being released from their cage. So yeah, HP hit the nail on the beak. Smile
